CLOCS-A (Construction Logistics and Community Safety Australia) is an industry-led programme with the aim of fundamentally changing the way the construction industry manages road safety. CLOCS-A provides a consistent framework, as inspired by the success of the UK’S CLOCS Program that enables industry professionals to achieve best practice in managing construction logistics.
The implementation of CLOCS-A is an action under the Commonwealth National Road Safety Strategy Action Plan under the Workplace Road Safety priority area.
Under this action States and Territories will support implementation of CLOCS-A to provide government and industry with a framework for managing risks associated with heavy vehicles and construction logistics, and/or ISO 39001 Road Safety Management Systems in line with Manual of Uniform Traffic Control Devices or equivalent guidelines (to be completed by late 2025).
The Federal Government for its part will mandate that the CLOCS-A Standard and/or ISO 39001 Road Traffic Safety Management Systems be applied to construction projects/programs that are funded by the Australian Government. (To be completed by late 2025).
This AfPA facilitated industry information session will be presented by Karyn Welsh, CEO of CILTA (Chartered Institute of Logistics and Transport Australia) who has been awarded the delivery of CLOCS-A around the national good practice approach to empower the construction industry to mitigate risk and impacts associated with on-road transport and logistics activities.

About the Speaker:
Karyn Welsh is the CEO of CILT Australia. Karyn has been in that role since 2018 and was the National Manager from 2016 – 2018 for CILT Australia. Karyn has 22 years with Australia Post beginning as a Postal Delivery Officer and progressed her career over the time to occupy the role of Strategy Manager Corporate Infrastructure Services Division. Karyn was part of the corProcure , Australia’s first eMarketplace, from 2002 – 2006. In July last year CILT Australia was awarded the host of CLOCS-A in Australia and since that time has been creating the system and processes that sit behind the standard. In late April CLOCS-A began accepting applications for Auditor registrations. In the next few weeks the accreditation application system will go live and CLOCS-A will be open for accepting accreditation applications.
