Freeway congestion in Perth represents a growing barrier to the efficient and reliable movement of people and goods around the city.  In response to growing demands on the freeway network, Main Roads has been undertaking short and long term planning on Mitchell and Kwinana freeways to ensure reliable and improved travel times for all road users. The strategy, known as Transforming Perth’s freeways, involves introducing the use of Smart Freeway technology to manage the performance of traffic along with widening works to provide additional capacity and reduce the need for merging by closing gaps within the freeway network. The presentation  outlines the implementation of this technology on Kwinana Freeway, including Lane Use Management System (LUMS) and Coordinated Ramp Signals (CRS) .

Formerly Transport for London’s Head of Network Performance having risen through the ranks, Tony led a multi-disciplined team across strategy, delivery, infrastructure optimisation and operations and was responsible for the operational performance for over 6000 traffic signals as well as turning around a long term deterioration in Journey Time Reliability across London’s 23 major corridors. He was the operational lead for developing the real time traffic management strategy to support the London Congestion Charge implementation and the senior responsible officer for Games time readiness for the 2012 London Olympic and Paralympic Games as well as being an operational Gold Commander throughout the Games.


Tony joined the Main Roads Western Australia team in July 2014 to lead the State Government’s operational response to increasing congestion. Currently working as the Executive Director of the Network Operations Directorate, Tony is building significant new capability. Since joining the team, Tony has been driving change with the target to develop Main Roads into a world-class Network Operator.
